Marion County’s Farmland Is It’s “Factory Floor”

The American Farmland Trust (AFT) has been an inspiration and source of knowledge for us here at Horse Farms Forever (HFF) since our inception 3 years ago. At last year’s Summit, AFT’s Billy Van Pelt was treated to a helicopter ride over the top of Marion County by HFF President, Bernie Little. This is what he had to say about the significance of Ocala/Marion County’s Farmland after seeing it from the air.

Precious and Productive Farmland

Last year, Billy Van Pelt of the American Farmland Trust presented a comprehensive report on the state of agriculture in Florida, highlighting what is precious about Marion County’s soil, water, and rural landscape. This year, the American Farmland Trust has joined us as a Gold Sponsor of Conversations About Conservation. -Summit 2021. Van Pelt will once again be with us at the Summit on November 23. We are grateful for the perspective and knowledge he brings to our conservation efforts.

As a native of Kentucky’s bluegrass region, he has overseen a successful, ongoing effort to conserve horse farms and has a good idea of what it will take to get it done here in Marion County. We had a brief conversation about conservation with Van Pelt in anticipation of the Summit, and this is what he had to say:

Why is it important for Marion County to have conversations about conservation?

“Conservation of these iconic and productive agricultural areas are equal to the conservation of the long-term economic development strategy of Ocala/Marion County, says Van Pelt. “It is a quality-of-life issue. Corporations, the best and brightest talent, residents, retirees, and tourists choose Ocala/Marion County because of the rural landscape.”

Balance is critical, notes Van Pelt, who has a background as a landscape architect. “The rural landscape gives the urban area context and a sense of place. In an age where people can work from anywhere, providing a balance between the urban and the rural is critical for people to thrive in their jobs and in their lives. Beyond economic development, conservation is vitally important for the long-term environmental resiliency of Ocala/Marion County,” he adds. The rare limestone-rich soils and springs in this area make it uniquely suitable for raising horses.

And there is a cost factor as well. “Agriculture uses less in services than it pays in taxes, notes Van Pelt. “Sprawl uses more in services than it pays in taxes. Sprawl is unsustainable both fiscally and environmentally.” In the long run, unplanned growth costs us, while concentrated urban growth and agricultural property both use less in services than they pay in taxes.

What do we stand to gain through farmland preservation?

In a word: “Everything,” says Van Pelt.  “All the economic impacts of the cluster of the equine and the agricultural sectors. Increased business recruitment, talent recruitment, agri-tourism, and agri-businesses.” The horse industry represents twenty-percent of Marion County’s GDP. There is one horse for every four people here. People come here to visit, retire, work, and play – and a lot them come either because of the horses or simply to enjoy the quality of life created by the landscape.

How would you describe Marion County’s unique identity?

Van Pelt is quick to point out that our farmland is not just window dressing – it is a working landscape and our global calling card. He describes our global brand as “A rural landscape that defines the ‘factory floor’ of Ocala/Marion County’s multi-billion dollar equine industries, complimented by a vibrant, thriving urban core,” and adds that “both of these are economic development drivers that define its holistic quality of life.”

In summation, Van Pelt emphasizes balance – an approach to growth that is vigilant to protect farmland and precious natural resources while still encouraging urban growth “from the inside-out,” by concentrating density where municipal services are located.

Horse Farms Forever is pleased to present the 2021 Conservation Summit on November 23rd at the Ocala Breeders’ Sales Company (OBS). Our speakers will be sharing the same stage as OBS grads and Kentucky Derby winners Lil E. Tee, Silver Charm and Medina Spirit!

We are so honored to have John C. Malone, CEO of Liberty Media, as our Keynote Speaker. Mr. Malone is the largest private landowner in North America with over 2.2 Million acres and he will share his inspiration and passion for preserving land. He also owns Ocala’s historic Bridlewood Farm.

Kevin Sheilley, CEO and President of the Ocala Metro Chamber and Economic Partnership (Ocala CEP), will address Marion County’s booming economy and how to balance growth with preserving open space and farms. He will also present the results of the countywide Quality of Life Survey. Find out more about the responses to the Survey questions such as:

Let’s Talk, Marion County

The purpose of the Summit is to facilitate the conversation about the two important questions above. Without a strong vision and plan to protect what makes Marion County so special – the open spaces and beautiful places – it could all be lost.

Over the next 20 years, Marion County’s population is projected to grow by about 150,000 new residents and according to the Ocala CEP, approximately 150 families per week have moved into Marion County in the past five years.

What Will Be Our Legacy?

It’s not a question of if we will grow, but how we will grow. Both the Survey and the Summit are the community’s opportunity to take a step back to assess our strengths and weaknesses and work together for the future of Ocala/Marion County.

Horse Farms Forever shares Marion County Commissioner Kathy Bryant’s sentiments about growth.

 “Growth is here and it’s happening. We are not stopping growth. But I will say for me, I think a lot about it. When I drive down the turnpike and I’ve got to go to Orlando and you just see the fields of houses – the rooftop, after rooftop, after rooftop. I don’t want our County to look like that in 20 or 30 years. What kind of legacy are we leaving?” said Commissioner Bryant at the July 7, 2021 Board of County Commissioners workshop.

Marion County Future Growth Committee Hears From Horse Farms Forever

Marion County’s Available Land Within The Urban Growth Boundary is Greater Than the City of Miami.

Marion County is seeking input as they develop their 5-year strategic plan.

Horse Farms Forever was invited to present at Marion County’s Growth and Future Planning Strategic Committee meeting on December 10th. The Committee is seeking input from stakeholders about growth and development as the county develops a five-year strategic plan. It is led by Angel Roussel, Assistant County Administrator of Public Works, and includes staff from Growth Services, Community Services and Utilities. Marion County Commissioner Michelle Stone, who represents the Farmland Preservation Area, is also a member.

 “We are focused on a long-term strategy of protecting horse farms and the Farmland Preservation Area in order to ensure that our global brand as Horse Capital of the World® will remain for future generations. Without our horses, and horse farms, what would Marion County be known for? If we are not proactive in protecting our brand, we will lose the very thing that makes Ocala/Marion county so unique and special.” said Sara Powell Fennessy, Executive Director, Horse Farms Forever.

The Horse Farms Forever team of Sara Powell-Fennessy and Busy Shires Byerly voiced concerns about development pressure on the Farmland Preservation Area. About 2,500 acres of the Farmland Preservation Area has already been lost to urban uses since the FPA was created 15 years ago.

They also shared Horse Farms Forever’s position of support for planned growth within the Urban Growth Boundary and opposition to sprawl, particularly when it threatens to compromise the Farmland Preservation Area.

Marion County has approximately 3,800 farms (including horse farms) on about 322,000 acres. (1) Some view agricultural lands as fallow fields just waiting to be converted to their “highest and best use” as urban development. For the mineral rich soils of Marion County, the “highest and best use” is agriculture, especially in the Farmland Preservation Area. The American Farmland Trust’s The State of the States Report also recently confirmed that the soils in the Farmland Preservation Area are PVR soils: Productive, Versatile and Resilient. (2) Agricultural lands also help to balance county budgets because they don’t require expensive public infrastructure and services.

“Growth is inevitable. Marion County is growing at a rapid rate, the question is not if we will grow, but where, when, and how. There are about 35,000 acres – roughly 55 square miles – of permitted land inside the Urban Growth Boundary. There is more land available within the Urban Growth Boundary than the size of Miami, so why are we putting so much pressure on our precious farmland?”

By promoting sustainable growth management policies, we can work together to protect the very thing that makes Marion County so special. The goal is to positively change planning and zoning laws – to help protect our quality of life, economy, and horse farms for future generations.

Horse Farms Forever offered suggestions that will protect the Farmland Preservation Area and help manage growth.

Short Term:

  • Respect the Farmland Preservation Area (FPA) and Urban Growth Boundary.
  • Respect the Comprehensive Plan- it should not be subject to change with every developer’s request.
  • Strengthen the definition of the Farmland Preservation Area in the Comprehensive Plan and the Land Development Code regulations.
  • Revise the Ag Zoning and Special Use Permit process to be compatible with the FPA.

Long Term:

Horse Farms Forever wants to be a catalyst, along with other community leaders, for the development of a Rural Land Management Plan (RLMP) for Marion County.  A RLMP is a plan that outlines compatible land uses for the rural area. It will identify issues, resources, policies and methods for the long-term viability of agriculture, while balancing growth and development.

Horse Farms Forever and the Alachua Conservation Trust Announce Partnership to Protect Land in the Farmland Preservation Area

Horse Farms Forever is pleased to announce a partnership with the Alachua Conservation Trust (ACT) to help protect land in Marion County’s Farmland Preservation Area. This partnership will help further the mission of Horse Farms Forever (HFF) of preserving the character and culture that makes Ocala the Horse Capital of the World®.

ACT is a non-profit land trust working to protect the natural, historic, scenic and recreational resources in 16 counties across north central Florida. They protect land through purchase, donation, and conservation easements and have facilitated the conservation of over 54,000 acres of land since 1988.

This partnership is supported by a generous $20,000 grant from the Felburn Foundation to facilitate the preservation of agricultural lands located in Marion County’s Farmland Preservation Area with conservation easements.

The Felburn Foundation’s generous support will allow HFF and ACT to expand our educational initiatives about land conservation options and work with willing landowners to protect land.

There are several land conservation options to help protect land, but conservation easements are the primary tool ACT uses for land conservation. Conservation easements preserve natural areas and farming practices and are tailored to meet a landowner’s desired future land use. The property is never open to the public and remains a private holding. Conservation easements can be sold by selling the development rights and may also qualify for powerful income, estate, and property tax incentives.

Most of all, conservation easements can provide peace of mind by protecting property in perpetuity regardless of who owns it in the future. Landowners are able to ensure that their legacy is passed on to the next generation.

About the Felburn Foundation

The Foundation was founded by Phil Felburn and is a charitable foundation that provides funding for nature libraries, museums, state parks, land conservation, springs protection, and environmental education.

Guy Marwick, who now serves as one of the Directors of The Felburn Foundation, was the original founder and Director of the Silver River Museum and Environmental Education Center. The museum opened nearly 30 years ago in 1991 and is a partnership with Marion County Public Schools.

Marwick is a visionary and a dreamer. Over 30 years ago, he was a science teacher at Osceola Middle School in Marion County. He saw the need to expand the activities and learning programs in his classroom. His dream was to create an outdoor learning center for children.

“One thing about science, is that the hands-on experience makes kids want to learn,” he said as part of the 20th anniversary event of the museum.

Marwick was able to make his dream come to fruition with a fellowship from the Christa McAuliffe Fellowship Program. With this transformative donation, additional donors also supported the development of the museum and education center.

Each school day, students are bused to the museum for classes. Fourth-grade students visit as part of their Florida history requirement. Students in 4th and 5th grades visit for science instruction.

The museum is closed during the week to the public as Marion County school children attend classes. On weekends, the museum is staffed by park service personnel and volunteers and is open to the public.

Over 20,000 people visit the museum each year, 10,000 of whom are children on field trips.

The museum is located within Silver Springs State Park.
